Hello, So what kind of devices are used in the client side (ur KIOSK)? The development enviroment at the server side java its ok, but in the case of the client side what development environment are u going to use ? U can use a mobile phone with GPRS connection in the client side as ur KIOSK or else a PDA. If u are using mobile phone as KIOSK u can use j2me at the client side developing enviroment. If u are using PDA, u can use personal JAVA which is not usually used. The server side programming may be in Core java its better. The central server is responsible to query each and every type of request on demand. BSNL will soon launches location based services ur implementation will a prototype for that.
